Summary.
The article analyses the exchange rate factors and conditions of the finances emitted through monetary instruments, as well as the enterprises savings and profits, redistribution to the capital investments. The empirical estimation of the financial market different elements has been made and the ways have been suggested to transform the exchange rate policy aimed at the investment growth stimulation.
