Summary.
The article deals with the problems of the national economic science potential formation and its use purposed at the gaining the competitive advantages. The author focuses on the theoretical and methodological aspects of the research potential assessment. He summarizes the foreign practice of its being used to raise the regional innovative and economic activity. It was suggested to use the innovation dynamics advance indicator to justify the priorities of the investment to the economic structures development projects.
