Summary.

The author analyses the processes of the entrepreneurship development in the 20th -21st centuries and the models of the state and business relationship. He proposes a list of indicators to assess the level of the SME sector development including the net (balance) job creation; age of operating enterprises; share of small business in the unobserved economy; contribution of entrepreneurship to shadow, informal and illegal economic activities; share of dependent SMEs. The author underlines that underestimation of methodological issues coupled with limited data can result in an overly simplistic view of the private sector functioning.
