Summary.
The article considered the health care system in Great Britain, as well as the economic effectiveness of its functioning in comparison with the major European countries and Belarus. The institutional features of its modern improvement were analyzed and an attempt was made to measure the effectiveness of innovations in the healthcare systems. The health care system makes the greatest contribution to the preservation and increase of human capital, so it can rightly be considered as a second-level production sphere, where the most important factor of social production is formed. This comparative analysis makes possible to identify the horizons of the strategic health policy in Belarus.
